U utorak je na sjednici Gradskog vijeća Obrovca usvojen prijedlog Proračuna za 2022. godinu, u iznosu od 92 milijuna kuna.

- Takav proračun je nerealan. Neostvariv. Temelji se na više od 60 posto potpora i donacija, a tu je i preveliko kreditno zaduženje za koje ne znamo kako će se vraćati - uvodno je komentirao vijećnik HSLS-a Ivan Vrkić prijedlog proračuna, no istoga trena oštro je reagirao gradonačelnik Obrovca Ante Župan (HDZ).

- Vi niste tu da komentirate moje prijedloge. Tu ste da iznesete svoje, pa ćemo na glasanju vidjeti konačnu situaciju - rekao je Ante Župan i izazvao niz reakcija.

- Zar ja nemam pravo na svoje mišljenje o proračunu? Mislim da imam i nastavit ću. Kao prvo, mislim da ste se previše "zaigrali" kreditom za Centar za pružanje usluga u zajednici Tereza. Kredit od 17 milijuna kuna morat će vraćati građani Obrovca. Postoje potrebe za centrom Tereza, koji će pružati usluge starima i nemoćnima, ali što je s mladima u Obrovcu? Podsjetit ću vas da ste 2018. digli u Zagrebačkoj banci kredit za sanaciju zgrada u Obrovcu, a jedna od njih je i zgrada koja se sada prodaje za Centar Terezu, a nije obnovljena. Kako to? Apsolutno je neprihvatljivo  da se grad toliko zadužuje za Centar Tereza - ustrajao je Vrkić, nakon čega je riječ preuzeo Igor Jurjević, nezavisni vijećnik s liste MOST/HSLS.

- Cijela jedinica lokalne samouprave, dakle područje Grada Obrovca sa svih 12 naselja, ima maksimalno 2.500 stanovnika, a u samom Obrovcu ima oko 500 žitelja. Obrovačke škole su imale oko 1.500 učenika, sada svega 167, a srednja škola, kapacitirana za 900 učenika, ima ih 65. U Domu zdravlja radilo je 12 liječnika, sada jedan ili dva. Hitnu pomoć nemamo. Dom kulture zjapi prazan i izvan funkcije je. A Grad Obrovac sad se zadužuje za ukupno 24,5 milijuna kuna da bi gradio Centar usluga pomoći u kući i usluga dnevnog boravka starijih i nemoćnih osoba! Zašto blokirate demografsku obnovu? Zašto blokirate gospodarski razvoj Obrovca? Zašto blokirate investicijske potencijale? - zaredao je pitanjima Jurjević, kojega je uzaludno bilo opomenama zaustaviti u izlaganju.

- Grad Obrovac ima 360 četvornih kilometara i 12 naselja. A osnovna djelatnost Centra Tereza je pomoć u kući i briga za stare i nemoćne. Dakle, Obrovac, umjesto da ide prema naprijed, razvojno, s mladim ljudima, umjesto da stvori poduzetnički inkubator i da stvorimo strategiju razvoja, mi imamo "Terezu", šetnicu, tržnicu... Ovaj proračun je skup želja netalentiranih knjigovođa - rekao je ogorčeno Jurjević, okrenuvši se starijim vijećnicima.

- Ja se vama ne čudim... Ali Luka Klanac, Drago Veselinoviću... vi drugi ovdje mladi... Vama se čudim da ćete glasati za ovakav proračun i time eutanazirati ovaj grad. Kako možete?! Kako možete kasnije sebe pogledati u ogledalo, živjeti s tim? - u gotovo dramatičnom nastupu "eksplodirao" je Jurjević, argumentirajući nepravdu, na što je gradonačelnik Obrovca Ante Župan dao znak predsjedniku Gradskog vijeća Marinu Klancu (HDZ) da se Jurjeviću oduzme riječ.

Umjesto Jurjevića, nastavio je vijećnik Marko Klanac (HSLS), rekavši da je prijedlog proračuna od 92 milijuna kuna doslovno farsa, a Ivan Matić (MOST) je ironično kazao da se njemu zapravo nacrt proračuna baš sviđa, jer sliči na nacrte kakve pravi njegova petogodišnja kćerka kada piše Djedu Božićnjaku.

- Ne solite mi pamet, nego dajte konkretne prijedloge, ako ih imate - rekao je na to gradonačelnik Župan, te je definitivno prekinuo raspravu, rekavši predsjedniku Gradskog vijeća da odmah stavi proračun na izglasavanje i da je rasprava gotova.

Proračun je, kao i sve točke dnevnog reda na sjednici Gradskog vijeća Obrovca u utorak, prošao s jednakim brojem glasova "za" i "protiv": gradom čvrsto vlada devet vijećničkih ruku (šest hadezeovih uz tri esdeesesova), a glasovi "protiv" su četiri vijećnika s liste MOSTA i HSLS-a.

U utorak je na sjednici Gradskog vijeća Obrovca usvojen prijedlog Proračuna za 2022. godinu, u iznosu od 92 milijuna kuna.

- Takav proračun je nerealan. Neostvariv. Temelji se na više od 60 posto potpora i donacija, a tu je i preveliko kreditno zaduženje za koje ne znamo kako će se vraćati - uvodno je komentirao vijećnik HSLS-a Ivan Vrkić prijedlog proračuna, no istoga trena oštro je reagirao gradonačelnik Obrovca Ante Župan (HDZ).

- Vi niste tu da komentirate moje prijedloge. Tu ste da iznesete svoje, pa ćemo na glasanju vidjeti konačnu situaciju - rekao je Ante Župan i izazvao niz reakcija.

- Zar ja nemam pravo na svoje mišljenje o proračunu? Mislim da imam i nastavit ću. Kao prvo, mislim da ste se previše "zaigrali" kreditom za Centar za pružanje usluga u zajednici Tereza. Kredit od 17 milijuna kuna morat će vraćati građani Obrovca. Postoje potrebe za centrom Tereza, koji će pružati usluge starima i nemoćnima, ali što je s mladima u Obrovcu? Podsjetit ću vas da ste 2018. digli u Zagrebačkoj banci kredit za sanaciju zgrada u Obrovcu, a jedna od njih je i zgrada koja se sada prodaje za Centar Terezu, a nije obnovljena. Kako to? Apsolutno je neprihvatljivo  da se grad toliko zadužuje za Centar Tereza - ustrajao je Vrkić, nakon čega je riječ preuzeo Igor Jurjević, nezavisni vijećnik s liste MOST/HSLS.

- Cijela jedinica lokalne samouprave, dakle područje Grada Obrovca sa svih 12 naselja, ima maksimalno 2.500 stanovnika, a u samom Obrovcu ima oko 500 žitelja. Obrovačke škole su imale oko 1.500 učenika, sada svega 167, a srednja škola, kapacitirana za 900 učenika, ima ih 65. U Domu zdravlja radilo je 12 liječnika, sada jedan ili dva. Hitnu pomoć nemamo. Dom kulture zjapi prazan i izvan funkcije je. A Grad Obrovac sad se zadužuje za ukupno 24,5 milijuna kuna da bi gradio Centar usluga pomoći u kući i usluga dnevnog boravka starijih i nemoćnih osoba! Zašto blokirate demografsku obnovu? Zašto blokirate gospodarski razvoj Obrovca? Zašto blokirate investicijske potencijale? - zaredao je pitanjima Jurjević, kojega je uzaludno bilo opomenama zaustaviti u izlaganju.

- Grad Obrovac ima 360 četvornih kilometara i 12 naselja. A osnovna djelatnost Centra Tereza je pomoć u kući i briga za stare i nemoćne. Dakle, Obrovac, umjesto da ide prema naprijed, razvojno, s mladim ljudima, umjesto da stvori poduzetnički inkubator i da stvorimo strategiju razvoja, mi imamo "Terezu", šetnicu, tržnicu... Ovaj proračun je skup želja netalentiranih knjigovođa - rekao je ogorčeno Jurjević, okrenuvši se starijim vijećnicima.

- Ja se vama ne čudim... Ali Luka Klanac, Drago Veselinoviću... vi drugi ovdje mladi... Vama se čudim da ćete glasati za ovakav proračun i time eutanazirati ovaj grad. Kako možete?! Kako možete kasnije sebe pogledati u ogledalo, živjeti s tim? - u gotovo dramatičnom nastupu "eksplodirao" je Jurjević, argumentirajući nepravdu, na što je gradonačelnik Obrovca Ante Župan dao znak predsjedniku Gradskog vijeća Marinu Klancu (HDZ) da se Jurjeviću oduzme riječ.

Umjesto Jurjevića, nastavio je vijećnik Marko Klanac (HSLS), rekavši da je prijedlog proračuna od 92 milijuna kuna doslovno farsa, a Ivan Matić (MOST) je ironično kazao da se njemu zapravo nacrt proračuna baš sviđa, jer sliči na nacrte kakve pravi njegova petogodišnja kćerka kada piše Djedu Božićnjaku.

- Ne solite mi pamet, nego dajte konkretne prijedloge, ako ih imate - rekao je na to gradonačelnik Župan, te je definitivno prekinuo raspravu, rekavši predsjedniku Gradskog vijeća da odmah stavi proračun na izglasavanje i da je rasprava gotova.

Proračun je, kao i sve točke dnevnog reda na sjednici Gradskog vijeća Obrovca u utorak, prošao s jednakim brojem glasova "za" i "protiv": gradom čvrsto vlada devet vijećničkih ruku (šest hadezeovih uz tri esdeesesova), a glasovi "protiv" su četiri vijećnika s liste MOSTA i HSLS-a.
